India has quietly opened a measured export window for wheat products — and it matters far more than the headline suggests. The policy is clear: exports of wheat flour and related products (atta, maida, sooji/semolina and allied items under HS 1101) remain prohibited in general, but are now permitted up to 5 lakh metric tonnes (5 LMT) through DGFT Export Authorisation. And the operating playbook is equally specific: Applications are filed online on the DGFT portal. The first window runs 21–31 January 2026; after that, applications are accepted in the last 10 days of every month Authorisations are typically valid for six months. Allocations are screened through a committee mechanism, with scope for re-allocation based on actual export performance. Why this matters right now: 1) Weak rupee = stronger realisation. Even with steady global prices, a softer rupee improves INR revenue per tonne — a rare tailwind for Indian processors and exporters. 2) Surplus comfort = export space. When domestic supply is comfortable and stocks feel heavy, value-added exports help ease the pressure without reopening raw wheat exports. 3) Calibrated policy, not chaos. A quota plus authorisation route allows control and monitoring while still enabling industry to serve strategic markets.

But this is not a free-for-all. The fine print reveals the intent: serious, compliant execution. Eligibility covers processing units, merchant exporters with mill tie-ups, and specific export- category entities under defined conditions. A minimum application size of 2,500 MT signals the window is designed for execution-ready players. Authorisations are non-transferable and compliance-heavy: documentation checks, capacity validation, clear declarations on sourcing integrity, and post-export reporting requirements. The bigger opportunity is not just shipping commodity flour. It is building repeat buyers for Indian wheat-based ingredients — consistent quality, tight specifications, fortified and specialty variants where needed, traceability discipline, and the right packaging formats for West Asia, Africa and Asia. A 5 LMT window is large enough to create momentum — and small enough to punish weak execution.
